Quick answer
- Pennsylvania has no single state price for an inspection. Each station sets its own fee and has to post it.
- The one fixed part is the safety inspection sticker: $12 since July 1, 2025. Everything else is the shop's price.
- In Bucks County you pay for two things: the safety inspection and the emissions test.
- Price guides and driver reports put both together at roughly $70 to $100 in 2026.
- Repairs are never included. They are the part that can turn a cheap inspection into an expensive one.
- If you fail emissions, the first re-test is free within 30 days at the same station.

Who sets the price of a PA inspection?
The station does, not the state. PennDOT says each official inspection station sets its own inspection fee, must post it at the station, and that the fee does not include repairs PennDOT Safety Inspection Program . The state's emissions program puts it the same way: fees for both safety and emissions inspections are "market driven", and drivers are encouraged to shop around on price, service and convenience Drive Clean PA FAQ .
That is why two shops on the same road in Bensalem can quote very different numbers for the same inspection.
What are you actually paying for?
A Bucks County inspection bill is made of a few separate pieces. Only one of them has a price set by the state.
| Part of the bill | Who sets the price | What to know |
|---|---|---|
| Safety inspection labor | The station | The mechanic's time to check brakes, tires, lights, steering, exhaust and the rest of the list |
| Safety inspection sticker | The state | $12 for an annual sticker since July 1, 2025 (it was $11 before) |
| Emissions test | The station | Required every year in Bucks County. The posted price includes sales tax and a small state program fee |
| Repairs needed to pass | The shop that does them | Never part of the inspection fee, and you can have them done anywhere |

Why the sticker price goes up
The sticker fee is not frozen. Under Act 89 of 2013, many Vehicle Code fees, including inspection stickers, are adjusted every two years based on the Consumer Price Index. The latest change took the annual sticker from $11 to $12 on July 1, 2025 PennDOT BI25-02; PennDOT Bulletin 25-13 .
Typical PA inspection prices in 2026
Because every station sets its own price, there is no official average. What we can do is look at what is published and what drivers report:
- A 2026 Pennsylvania inspection price guide puts a combined safety and emissions inspection at about $75 to $90 at most stations PA Vehicle Inspections directory .
- In a long r/Pennsylvania thread on what people pay, the original poster saw their station go from around $65 to $90+ in a year, with about $70 as the cheapest they found Reddit .
Put together, roughly $70 to $100 for safety plus emissions is a realistic expectation in the Philadelphia area in 2026. A very low advertised price is worth a second look: ask whether it covers both tests and the sticker, or only the safety part.
If you drive an electric car or a diesel, your bill is usually smaller, because the emissions program covers gasoline vehicles and diesels are exempt, so only the safety inspection applies Drive Clean PA FAQ; Drive Clean PA brochure . See our complete PA inspection and emissions guide for the full list of who is exempt.
Costs that are not in the quote
Repairs
The inspection fee only pays for the check. If the car needs work to pass, that is billed separately PennDOT . Common failure items like worn tires, an exhaust leak, brake problems or a check engine light can each cost far more than the inspection itself, which is why it pays to know about them before you go.
Re-inspection
For the emissions test, the rule is clear: after emissions repairs, the first re-test is free if you return within 30 days to the station that did the original test. Wait longer or go somewhere else, and you pay again Drive Clean PA FAQ; Drive Clean PA brochure .
That free re-test rule is written for emissions. For the safety part, policies differ from shop to shop, so ask before the inspection what a re-check costs if something fails.

- Get the repair done anywhere you like. Any recognized repair shop can do emissions repairs Drive Clean PA FAQ; 67 Pa. Code § 177.51 .
- Go back within 30 days to the same station for the free re-test.
- If it still fails, you may qualify for a one-year waiver once you have spent at least $450 on qualifying emissions repairs Drive Clean PA FAQ; Pennsylvania Bulletin . The state can adjust this amount, so confirm the current figure with the station.
Diagnosis fees, parts, and labor by a recognized repair technician count toward that amount. The inspection fee itself does not, and neither do costs covered by a warranty Drive Clean PA FAQ; 67 Pa. Code § 177.281 . Keep every receipt. A waiver is never given for tampered or removed emissions parts.
If your check engine light is on, a diagnostic check before the inspection is usually the cheapest way to find out what you are dealing with.
How to avoid overpaying for a PA inspection
- Ask for the all-in price. Safety inspection, emissions test and stickers, so there is no surprise at the counter.
- Check the posted price. Stations have to post their fees. If you are charged a different emissions price than the one posted, the state emissions hotline is 1-800-265-0921 Drive Clean PA station list; Drive Clean PA FAQ .
- Do a 5-minute check at home. Bulbs, wipers, washer fluid, horn and tire tread are cheap to fix yourself and common reasons to fail.
- Ask to see the problem. If the car fails, ask the shop to show you the worn part and explain why it fails the state rules.
- Get a second quote on big repairs. You are not required to have the repairs done where the car was inspected.
- Do not go at the last minute. If something needs fixing, you want time to compare prices, not a sticker that expires tomorrow.
Will the emissions part of the bill go away?
Not yet. Senate Bill 1298 would end emissions testing in all 25 counties that require it, including Bucks. It passed the state Senate on May 6, 2026 and was referred to the House Transportation Committee on May 7, 2026, with no House vote as of late October 2026 Pennsylvania General Assembly; ABC27 . Until it passes the House and is signed by the governor, the yearly emissions test, and its cost, stay part of every Bucks County inspection.
